Delta Assembly Confirms Utomi as Commissioner, Approves Okowa’s Request For More Special Advisers


The Delta State House of Assembly has confirmed the appointment of Hon Joseph Utomi as Commissioner and member of the Delta State Executive Council.

Utomi who was recently nominated by the State Governor, Dr Ifeanyi Okowa as replacement for the immediate past Commissioner for Agriculture, Hon Austin Chikezie, was confirmed by the Lawmakers during Tuesday, November 13, 2018 plenary.

Introducing the nominee to the House, member representing Aniocha State Constituency, Hon Angela Nwaka described Hon Utomi as a Father in whom she’s well pleased and prayed fellow Lawmakers to grant him a swift confirmation noting that, “he was a former council chairman of Aniocha South Local Government”.

The House after internal deliberations, asked Hon Joseph Utomi to take a bow and thereafter approved his nomination as a Commissioner in Delta State.

Earlier, the House had approved the request of Governor Okowa for additional appointments of Special Advisers.

The request of the Governor which was contained in a Letter forwarded to the House and read by the Speaker, Rt. Hon. Sheriff Oborevwori, stated, “I want to use this opportunity to intimate you of my plans to exercise my power under section 196, sub-section 1 of the Constitution of Federal Republic of Nigeria, 1999 as amended to engage two additional Special Advisers. This will complement the already approved crops of Special Advisers to further assist me in the performance of certain assigned executive functions”.

The Governor stressed that the purpose of the letter is to inform the House to invoke its powers in Section 196, sub-section 2 of the Constitution, to approve the request by the resolution of the Delta State House of Assembly.

House members present at the Tuesday’s sitting, voted in favour of the request which will now trigger the appointments of more Special Advisers into the Okowa administration which is 90% through into its first term.
